| 摘 要： | 中国是世界上湿地资源最丰富的国家之一,加强湿地资源的保护与可持续利用是改善生态环境、实现可持续发展战略的重要前提;在分析中国湿地资源基本特征和保护现状的基础上,将当前湿地利用中存在的问题归结为湿地景观丧失、湿地资源衰退、生物多样性受损、生态环境恶化、生态功能下降以及湿地水文和局地气候改变等方面;指出为更好的保护和利用中国湿地资源,协调湿地管理体制、完善湿地法制体系、加强湿地资源的综合保护、加强湿地科学的研究与国际交流和提高公众参与等是关键。 |

| Abstract: | China is one of the countries that have the most abundant wetland resources in the world.Enhancing the protection and sustainable utilization of wetland resources are the important precondition of improving eco-environment and realizing sustainable development stratagem.This research analyzes the basic characters and protective actuality of wetland resources in China.Based on this,it attributes issues that existed in current wetland utilization to wetland sight losing,wetland resources declining,biodiversity coming to harm, eco-environment exacerbating and wetland hydrology and regional climate changing,etc.Finally,it points out that in order to protect and utilize the wetland resources in China,it is important to harmonize the system of wetland management,perfect the legal system of wetlands,strengthen the synthesized protection of wetland resources,strengthen the research on wetland and international communication and promote the public participation in wetland management,etc. |
