吉林省经济增长与环境污染关系研究

摘    要:利用吉林省1986—2004年经济与环境数据,建立了人均GDP与典型环境指标关系计量模型并分析了两者之间关系。结果表明:吉林省人均GDP与环境指标之间没有明显的EKC关系;二氧化硫(SO2)浓度、总悬浮颗粒物(TSP)年均浓度、工业废水排放量、工业废水中化学耗氧量(COD)排放量随着经济的发展总体呈现下降趋势,原因是环境保护政策成绩显著和工业内部结构调整及企业内部污染治理投资增加;而工业废气的排放量和工业固体废物的产生量随着经济的发展呈现上升的趋势,符合经济发展初期随着经济发展污染物排放量增加的理论。整体来看,吉林省的空气质量和工业废水控制政策相对较为成功,但工业废气和工业固废控制政策尚须加强。

Abstract:The research analyzes the relationship between economic growth and environmental degradation based on the economic and environmental data from 1986 to 2004 in Jilin province.The results show:the relationship between GDP per capita and each of environmental indicator does not take on an inverted-U with the growth of GDP per capita the concentration of SO_(2)and the concentration of TSP in the atmosphere, the discharge of industrial waste water and the discharge of COD in the industrial waste water display downward trend,but the discharge industrial waste gas and the output of industrial solid waste display upward trend;The environmental policies for controlling air quality and industrial waste water are successful,but the environmental polices for controlling industrial waste gas and solid waste should be further enforced in Jilin province.
