渔业污染的“科斯办法”及其产权安排的初步研究

渔业污染事故是生产发展过程中的伴生品，防止渔业污染及污染事故的妥善处理成为当前棘手的社会问题之一。“科斯办法”(Coase’s method)是现代西方经济学中处理污染事故和防止污染冲突的一个广泛被接受的理论，本文介绍“科斯定理”及其办法，分析其适用性，指出了产权安排是防止渔业污染及有效处理污染事故根本措施之一，并建议不失时期地推进以人为本、多权分离及关注公共渔业水域的产权安排。

Study on Coase's Method of Fishery Pollution and Property Rights Institution

Fishery pollution accident is the companion in the evolution of production.To prevent fishery industry from polluting and deal with the pollution accident have become one of the thorny social problems at present.Coase's method is a method accepted extensively in the modern western economics.This article introduces the Coase's theorem and method,analysis its suitability,point out the production rights arrangement being one of the essential measure for preventing the fishery pollution and effectively dealing with the pollution accidents,and also suggest to advance the people first,rights separate and pay more attention to the property rights arrangement of the public fishery water areas.
