生态修复工程对天津清净湖生态服务价值影响评估

摘    要:本研究以天津中新生态城污水库为研究对象,通过建立生态服务价值评价指标体系,对比分析生态修复工程实施前污水库和实施后清净湖的生态服务价值变化,评估修复工程投入与工程实施后产生的生态效益。结果表明,污水库生态服务价值估算为2546.78万元/a,调节服务是主要服务类型,占总价值量的99.46%;生态修复工程(总投资1.5亿元)实施后,生态服务价值估算为15093.05万元/a,文化服务成为主要服务类型,占比87.8%。对比分析发现,生态修复工程带来的生态效益明显增加,总价值增加了5.9倍,其中景观美学增值明显。研究以清净湖为例初步探讨了生态修复工程对污染生态系统服务价值的影响,为开展类似城市水体生态修复项目决策提供科学依据和借鉴。

Abstract:At present, large-scale water environment treatment projects are being implemented in China, meanwhile, there is no standardized accounting method for the return of huge capital investment. Ecosystem service value function evaluation is an effective method to evaluate the cost efficiency of ecological restoration project, which can provide scientific theoretical basis for decision-makers and has been widely used in the world. This study selected the waste-water reservoir which located in Sino-Singapore Tianjin eco-city as the research area. The index system was established to contrast the ecological service value before and after the implementation of ecological restoration engineering and evaluate the investment of repair project and ecological benefits. The results show that the economic value of the ecological service of the waste-water reservoir is estimated to be 25.4678 million CNY per year before the implementation of the governance project, among which the regulation function is the main service function type of the waste-water reservoir ecosystem, accounting for 99.46% of the total value. After the implementation of the ecological restoration project with a total investment of 150 million CNY, the economic value of the ecological service function of Qingjing Lake was estimated to be 150.9305 million CNY per year, and the cultural function became the main service function type, accounting for 98.9 percent. Compared with the value of ecological services in the waste-water reservoir stage, it is found that the ecological benefits brought by the ecological restoration project are significantly increased, and the total economic value is increased by 5.9 times, among which the real estate industry plays an obvious role in value increment. Taking Qingjing Lake as an example, the study preliminarily discusses the impact of ecological restoration projects on the service value of the polluted ecosystem and provides scientific basis and reference for the decision-making of similar urban water ecological restoration project.
