大力发展休闲渔业充分发挥渔业的多功能性

本文对黑龙江省休闲渔业的发展现状作了简要介绍,详细分析和阐述其发展规模、效益、类型、投资及发展区域等情况。通过调查研究,指出现阶段休闲渔业发展在基建产权、归口管理、冬钓规模和文化品味等方面存在的不足和问题,并针对这些不足和问题提出要采取加强政策扶持、服务力度、文化建设及开拓创新等措施,以推进黑龙江省休闲渔业健康快速发展。

Developing Recreational Fishery Vigorously and Making Full Use of Fisheries Versatility

This paper made a brief introduction of the development status of recreational fishery in Heilongjiang Province,analyzed and elaborated on the situations of the scale of development,benefits,forms,and investment and development areas.Through investigation and study,the paper pointed out the shortcomings and problems on current stage of development process of recreational fishery,such as infrastructure property rights,centralized management,scale of winter fishing and quality grades,and proposed new measures on strengthening policy support,service efforts,grade construction and innovation in response to those deficiencies and problems above,in order to promote the development of recreational fishery in Heilongjiang Province healthily and rapidly.
