摘    要:“联众模式”是地方政府引进工商业共同参与新农村建设的一种全新尝试。这种尝试以市场为手段,推进了农村土地资源、社会资源、景观资源的优化配置。“联众模式”可以充分发挥渔民自身优势,解决转产转业中的资金匮乏、环境保护、公共产品供给、土地资本化、人力资源优化、渔民再组织等问题,在促进渔业产业结构调整,发挥休闲渔业在生态保护、观光养老休闲、渔文化传承等方面的特殊功能的同时,还吸引了城市的人流、资金流和信息流,实现渔民的就地平滑转移就业,为渔民向休闲渔业转产转业提供一个创新模式、一种经验。

Abstract:"Lianzhong Pattern" is the new attempt for local authority introduces the industry and commerce enterprise to participate in the new rural reconstruction. This kind of attempt take the market as the means, advanced the countryside land resource, the social resources, the scenic resources optimized disposition. "Lianzhong Patterns" could display fisherman own superiority fully, the solution produces a different product in the career change fund deficient, the environmental protection, the public product supplies, the land capitalization, the human resources optimizes, the fisherman organizes, and so on, in the promotion of fishery industrial structure adjustment, to display the function of recreation fishery while the ecology protection, the sightseeing cares for the aged aspect, fishing euhure inheritance, and so on. And also attracted the city stream of people, the fund has flowed with the information flow, realized the fisherman the smooth shift employment, produced a different product the career change for fisherman to the recreation fishery to provide an innovation pattern, one kind of experience.
