| 摘 要： | 渔业是国民经济的基础产业，又是“三农”的组成部分。渔民作为农民中的一个特殊群体，有着自己的特殊性。文章在对渔民特点进行分析的基础上，揭示分析了渔民增收中存在的主要问题及渔民增收下降的主要原因，针对如何增加渔民收入提出了几点建议，为政府出台相关扶持政策和措施提供参考。

| Abstract: | The fishery is the foundation of the national economy and it is a component of the issues of agriculture, farmer and rural area. Fishermen as a special group in farmers, has their own particularity. Based on the analysis of the fishermen＇s characteristics, the paper revealed the main problem in increasing fishermen income and the main reason for the decline in fishermen income. In view of the increasing of fishermen income, the pa per provided a number of recommendations and reference for the government to issue supporting policies and measures in increasing fishermen income. |
