舟山市海洋生态补偿的实践与思考

海洋生态补偿从概念提出、理论形成、法律规定、直至实践是个较长的过程.目前正处于理论研究、法律法规制订到具体实践的阶段.舟山市率先进行了实践和探索,并取得了突破和成效.本文阐述了舟山实施海洋生态补偿的背景、实施过程、具体做法、取得的成效和存在的问题,并提出了进一步做好海洋生态补偿工作的建议和要求.

Practice and exploration of marine ecological compensation in Zhoushan

It is a long process since the conception of marine ecological compensation was put forward, written into legal provisions and realized in practice. Now it is still under the stage from theoretical study, legal provisions to practice. Zhoushan is the first city to have a try on marine ecological compensation and has made great success. The paper mainly focused on the background, implementation process, concrete methods, final conclusions and problems of the practice of marine ecological compensation in Zhoushan, and some further suggestions and requests were made on a more efficient marine ecological compensation.
