农业供给侧改革背景下苏北地区农业废弃物资源现状、利用问题及建议

农业废弃物优化利用对我国区域农业废弃物的减量化、资源化和综合化处理具有积极的引导和推动作用。折合标煤量后，2019年苏北5市的农作物秸秆年可收集量约1 128.18万t，畜禽粪便年可收集量约94.31万t。苏北地区农业废弃物利用的主要问题包括农业废弃物资源量大且区域分布差异明显，农业结构不合理，农业废弃物优良利用模式的提出和推广不突出等。苏北地区的农业废弃物优化利用对苏北乃至周边鲁南、皖北和豫东地区都有较强的示范作用，建议继续加强苏北地区农业废弃物优化利用路径的总结和推广。 

Current Situation，Utilization Problems and Suggestions of Agricultural Waste Resources in Northern Jiangsu under Background of Agricultural Supply-side Reform

The optimized utilization of agricultural waste has a positive guiding and promoting effect on reduction，resource utilization and comprehensive treatment of agricultural waste in China.After converting into standard coal，the annual harvestable amount of crop straw in the five cities of northern Jiangsu in 2019 was about 11.281 8 million tons，and the annual harvestable amount of livestock and poultry manure was about 0.943 1 million tons.Main problems in utilization of agricultural waste in northern Jiangsu included:large amount of agricultural waste resources and obvious differences in regional distribution；unreasonable agricultural structure；inconspicuous proposal and promotion of good agricultural waste utilization models.Optimal utilization of agricultural waste in northern Jiangsu has a strong demonstration effect on northern Jiangsu and surrounding areas of southern Shandong，northern Anhui，and eastern Henan.It is recommended to continue to strengthen summary and promotion of optimal utilization of agricultural waste in northern Jiangsu.
