| 摘 要： | 基于我国耕地提质改造工程的实施背景和意义，分析了该项工作目前推进过程中存在的部分主要问题，并提出了以积极推广表土剥离与再利用技术、规范耕地提质改造工程市场化运作机制、建立科学的工程实施规划体系以及强化提质改造工程质量的跟踪监管工作等一系列有针对性的改进对策。

| Abstract: | Based on implementation background and significance of quality improvement project of cultivated land in China，some main problems existing in process of promoting project were analyzed.A series of targeted improvement measures were put forward such as actively promoting technology of topsoil stripping and reuse，standardizing market-oriented operation mechanism of project，establishing a scientific planning system for implementation of project，and strengthening quality of tracking supervision work of project. |
