摘    要:指出了以传统经济学为基础的水资源优化配置的缺陷,从生态经济学的角度提出了水质水量统一优化配置的生态经济学概念;在分析水质配置要素内涵的基础上,以生态经济效益最大为目标,建立了区域水质水量统一优化配置方案生成模型;模型考虑了经济效益、社会效益和生态环境效益的耦合,以及水质和水量的耦合;以安阳市为例,对模型进行了应用研究,结果表明模型除可以得到水量在各分区、各用水部门配置结果外,还可得到水环境容量在各用水部门的优化配置结果,证明了模型的有效性和合理、可行性。

Abstract:The shortage of the optimal distribution of water resources based on economics is pointed out.Setting from the standpoint and principles of ecology economics,the conception the integrated optimal distribution of water quality and quantity is put forward.On the basis of analyzing connotation of distribution element water quality,the multi-objective model of the integrated optimal distribution of water quality and quantity is set up,in which the coupling relationship between water quality with water quantity and the coupling relationship among economic benefit,social benefit and ecologic environment benefit.The model is applied in Anyang city and the application result shows that the distribution result of water quality can be obtained besides the distribution result of water quantity,and that the models is effective,reasonable and practicable.
