摘    要:为了更好地解决工程评标过程中人的经验与评标指标量化过程相结合的问题,进而更客观、公正地评价各投标方案,将半结构多目标模糊优选理论应用到评标过程中。通过确定各指标对分系统相对优属度矩阵及分系统对总决策的相对优属度向量,并确定出各入选投标方案对总决策的优越程度,为最后做出总决策提供较为客观公正的依据。

Abstract:In order to solve the problem of combination of experience and criteria quantitative process in the bidding appraisal process to impersonally and justly evaluate the biddings, the half-structural and multi-objective fuzzy optimization theory is applied in the biddings appraisal. Through determining the relative subordinate degree matrix for the criteria and the relative subordinate degree vector of the sub-system to total decision, the preponderance of the bidding scenarios chosen to the total decision are decided to provide impersonal and just support for the total decision.
