澳大利亚、新西兰保护和利用天然林的基本政策

澳大利亚和新西兰两国政府十分重视森林资源与环境的可持续发展，一方面制定相应的政策、法规，以政府行为进行调控，另一方面有限度地发展集约经营人工（商品）林，满足国内木材需求，逐步实现对天然林的有效保护。

The Basic Strategies of Natural Forest Protection and Utilization in Australia and New Zealand

The Governments of Australia and New Zealand pay much attentions on the sustainable development of forest resources and environment. Some policies,regulations have been made,while the integrated management of commercial plantation are properly developed to meet the domestic requirement to wood,so as to achieve the effective protection of natural forests gradually. The author holds that:(1)Natural forest protection should be a long term development strategy of ecoenvironment.(2)Natural forest protection should be promoted by means of integrated management of plantation.(3)Clear national strategy and limited development goals are needed in the development of plantation.(4)Some economic measures should be adopted to restrict the harvesting of natural forests and to encourage the development of plantation.(5)China will participate actively in the research of forestry yustainable development in the world.
