| 摘 要： | 文中在分析产权管制、公共域与租值耗散的基础上, 结合中国森林资源产权管制和残缺的演进过程, 构建了森林资源产权公共域-产权管制-产权残缺的分析框架, 认为森林资源产权的明晰界定以及提升产权主体行为能力是保护当事人权益的前提, 是改善森林资源经营绩效的关键措施。

| Abstract: | Based on the analysis on property rights regulation, public domain and rent dissipation, a forest resources analytic framework was established in references with property control and incomplete evolution process, which was featured with public domain of property-property control-property incomplete for China's forest resources.It was argued that the clear definition of forest resources property as well as enhancement of the acting capacity of property owner is the precondition to protect the rights of interested persons, and is also the key measure to improve the performance of forest resources management. |
