| 摘 要： | 立足于国有林这一特殊的所有制形态，通过对我国现有法律法规中有关国有林权流转的条款进行梳理分析国有林权流转制度的现状；在借鉴国外国有林经营管理模式及林权流转制度的基础上，就国有林权流转的概念、流转范围、流转程序和流转：方式等问题进行分析探讨，提出加强国有林权流转管理的对策和建议。 |
