摘    要:我国东北重点国有林区是在特殊的历史与地理环境下形成的依托于森林资源发展的特殊区域,政企合一体制贯彻时间最长且最为彻底,其在计划经济体制下曾受惠于单位制,而在市场经济下却受限于此,导致改革瓶颈的出现。文中以中国吉林森工集团为例进行分析,认为其从单位制存续下来的制度、经济和文化的多重依附关系已掣肘林区发展,成为阻碍社会职能彻底剥离和国有企业深化改革的关键因素,因此要在平衡多利益主体间利益关系的基础上破解依附关系,进一步推动林区高质量发展。

Origin and Solution of Multiple Dependence in China's Key State-owned Forest Region: A Case Study of China Jilin Forest Industry Group

Abstract:The key state-owned forest region in Northeast China is a special region which has developed based on the forest resources in the special historical and geographical environment. This region has implemented the government-enterprise unity regime the longest and the most thoroughly, and benefited from the working unit regime in the planned economy, but it has got limited by the regime in the market economy, resulting in a bottleneck problem in reform. This paper takes China Jilin Forest Industry Group Co., Ltd. as an example for the analysis and argues that the multiple institutional, economical and cultural dependence which survives from the working unit regime have hampered the development of the forest region and become a key factor preventing the complete divestiture of its social functions and the deepening reform of state-owned enterprises. Therefore, it is necessary to break the dependence and promote the high-quality development of the forest region by balancing the interests among multi stakeholders.
