超循环经济:破解“资源诅咒”，实现“两山”共生

实现“绿水青山”与“金山银山”的转换，“资源诅咒”是一个绕不过去的障碍。为此，文中提出运用超循环经济理论探索破解“资源诅咒”和践行“两山”理论的有效对策。研究表明，“绿水青山”和“金山银山”的关系，既不是对立和冲突的关系，也不是简单等同的关系；既不是折中、权衡和调和的静态关系，也不是单向转化的动态关系。要从根本上破解“资源诅咒”，就应当建立“两山”之间相互促进和互利共生的机制，这才是“两山”理论的本质内涵和目标。而面向生态文明的超循环经济是实现这一目标的有效运作模式。超循环经济是包含多重超循环的自组织系统，通过资源链奠基、生态链支撑和价值链驱动的协同作用，能够实现“绿水青山”和“金山银山”的双向转化和良性循环。

Hypercycle Economy: Breaking Resource Curse and Realizing Two-Mountain Mutualism

Resource curse is an unavoidable obstacle when “lucid waters and lush mountains” (LWLM) and “gold and silver mountains” (GSM) are converted to each other. In this sense, the paper proposes to adopt hypercycle economy theory to break resource curse and realize two-mountain theory. The research shows that the relationship between LWLM and GSM is neither opposite and conflicting nor simply equivalent, as well as neither statically eclectic, balanced and conciliatory nor convertible unidirectionally and dynamically. If resource curse is to be broken, a mechanism should be established to promote mutual promotion and mutualism between the LWLM and GSM, which is the essential connotation and objective of the two-mountain theory, while the hypercycle economy oriented to ecological civilization is only effective operation mode to realize the objectives. Hypercycle economy is a self-organizing system which includes multiple hypercycles. In the system, LWLM and GSM can be converted bidirectionally to form virtuous circulation through the synergistic effect with resources-chain as the foundation, eco-chain as the support and value-chain as the driver.
