世界重点生态工程与林业机构设置的关系研究

摘    要:对美国“罗斯福工程”、前苏联“斯大林改造大自然计划”、加拿大“绿色计划”、日本”治山计划”、北非五国“绿色坝工程”、印度“社会林业计划”、法国“林业生态工程”等世界重点工程与林业机构设置的关系进行了研究.结果表明,重大生态工程的实施.迫切要求稳定和加强林业机构;林业机构的变动.直接关系到工程建设的成败。为保证我国大规模的生态工程建设取得成效.必须强化林业行政机构建设.设置长期稳定的权威的林业机构。

Abstract:The relationship between key forestry projects in the world and forestry organization structures was studied. Such projects include Roosevelt Engineering of the United States, Stalin Reform Great Universe Plan of the former Soviet Union, Green Plan in Canada, Japanese Mountain Management Plan, Green Dam Engineering of the five countries in North Africa, Social Forestry Plan in India and France Forestry Ecosystem Engineering etc. The results showed that putting of important ecosystem engineering into practice, urgent request stability with enhances the forestry organization and the fluctuation of the forestry organization relate directly to engineering developments or success. For guaranteeing the achievements of large scale ecosystem engineering in China, the forestry administration organizations should be enhanced and stabilized, and long stand forestry organization with the authority should be established.
