| 摘 要： | 中国林业发展正进入一个重大历史性转轨时期 ,这是一个特殊的历史关头。未来中国林业的发展模式应当是在这个关口由一些人来设计的 ,这一设计比建国初期对新中国林业制度的设计和 50多年来历次林业改革都重要和深刻得多。为了这项历史性设计 ,有关人员应当站在历史的最高度反思过去 ,把握未来。文中分析了目前的形势 ,指出中国林业已面临的 6个千年转折 ;并就未来林业的模式 ,提出了从制度创新、机制转变 ,到生产要素配置等 6项建议。其中首先强调可持续发展的林业的本质是实行环境经济制度的林业 ,在既往的许多文章中 ,很少指出这一点

| Abstract: | China's forestry is in an important historical change period.The development pattern of China's forestry in the future should be designed at this moment.This design is more important and more deepgoing than any other reforming about forestry system conducted in the past 50 years.To conduct this historical design,it is necessary to intro spect the history and seize the potential opportunity.The present situation is analyzed,and the author points out the 6 turning points faced by China's forestry. Concerning future's forestry pattern,the aut horraises 6 sugg estions,incl uding system innovation,mechanism change,and all ocation of production elements etc.It is emphasized that the essence of sustainable forestry is the forestry carrying out environment-economy system. |
