复关:林业面临的挑战、机遇与对策

“复关”将给中国林业带来巨大的挑战和前所未有的机遇。森林相对不足，林产工业水平低下，决定了中国林业尚参与国际竞争的实力；贸易环境的急剧变化，市场保护能力的降低，以及双重加的市场推动，将对林业的发展造成冲击，前景不容乐。但与此同时，林业也将获得稳定的贸易环境以及调整产业结构和增强竞争实力的动力和条件。面对挑战和机遇，我们必须改变思维，在关贸总协定的框架内寻求对策，制定措施。

China's Forestry Facing the Challenge of GATT,Opportunity and the Countermeasures

The author ever made a comparative research on the forest resources,the competitive power of forest products,forest product trade and customs duty.On the ba-sis of this research,he makes a discussion on the GATT which challenses the Chinese forestry and brings about the rare opportunity for forest development.Comparative shortage of forest resources and the poor quality of industry indicates China lacks strensth to take part in the international contest.The concession of tariff and other con-cessions,the low ability to protect own market and the double impetus of market will inevitably produce impact on the Chinese forestry,and shows an unpromising pruspect for it.But at the same time,an unprescedented opportunity is offered to the Chinese forestry.Aconsistent stable trade environment,broad field for development and tremendous potentiality of market,and the motive power senerated from readjustment of industrial structure,and the increase of competitive power create favorable conditions for forestry to chanse the conventional idea of development and sustainable man-agement.Seizins this opportunity,Chinese forestry will surely develop in face of the challenge.Joining the GATT does not mean the elimination of trade protection'butmeans the trade incorporated into the framework of GATT.For these reasons effortmust be made under the double constraints of GATT principle and the national andforest situation to reduce the coming impact to a minimum.The author proposes toreadjust the industry structure,organize a trade union,set up a research institute offorest product trade to adapt to the future development after joining the GATT.
