| 摘 要： | 从峡江县实际出发,深入分析了林权制度改革后,现行森林采伐限额管理制度存在审批权力过于集中、管理措施过于死板、手续过于繁琐等弊端,阐明了这些弊端限制了林业经济的发展。因此,提出了几点对商品林采伐限额制度的改革措施：即落实森林经营方案的编制、制定最低生态标准、实行采伐计划审核登记制、建立林权所有者经营诚信制度等,加快商品林采伐权交易市场建设步伐。

| Abstract: | Beginning with the actual status of Xiajiang county,this paper analyzes the disadvantages of centralized approval right,hidebound management measure,inconvenient procedure of forest cutting quota management system after the forest right system reformation.It also puts forward several reformation measures of merchandise forest cutting quota system,such as the weaving of forest management scheme,deciding lowest ecology standard,performing cutting plan auditing and checking system,establishing forest owners＇ management good-faith system,to quicken the construction of merchandise cutting business market. |
