| 摘 要： | 西部开发面临生态环境的严峻挑战。为尽快改善西部生态环境状况，必须建立健全西部生态环境建设机制，其机制的建立应遵循整体性、客观性、有效性及互利性的原则。以反映机制、决策机制、激励机制、监督机制和补偿机制作为西部生态环境建设机制的构成体系。
