重点国有林区森林资源产权制度研究

通过对重点国有林区森林资源产权制度变迁的分析,指出了历史上的森林资源产权制度对森工企业而言是无效率的;现行重点国有林区森林资源产权仍然是行政权利的附属品。在此基础上,分析了产权交易中的“市场失灵”和管理中的“政府失灵”问题,还分析了森林资源资产的高专用性和产权要素的复杂多样性带来的产权流转困难。最后,提出了以价值管理为核心,具有市场交易性质的、新的国有森林资源产权委托代理模式是改革的现实出路。

Research on the Ownership Systems over the Key State- Owned Forest Resource

Through the analysis over the transformation on the ownership system over the key state-owned forest resource,this essay points out that the ownership system is historically inefficient as far as the forest industries are concerned;present ownership over the key state-owned forest areas is still a kind of substitution of administrative authority.Based on the above items,the questions of "Market failures" in ownership marketing and "Government failures" in management on ownership are fully discussed as well as the difficulty in the ownership circulating which is brought about by high specialization of asset and complication of ownership's factor.Finally,considered over above content,the suggestions on the innovations over the ownership system are the following: A new trust-agent model of the ownership over the key state-owned forest resource should be practical,which should put the value management as a core,and have the nature of marketing.
