| 摘 要： | 实现林业可持续发展一直是黑龙江森工国有林区发展中的战略课题。在分析森工国有林区所面临的两个突出问题的基础上,从森林资源管理、林业分类经营、林工一体化3个方面,提出了改革森林资源管理体制,实行管理权与经营权分离;实施分类经营,生态、经济体系同步建设;发挥林产工业龙头作用,走林工一体化之路等对策和建议。

| Abstract: | How to realize the sustainable development of state-owned forest area is always an important strategic subject in China. This paper brings forward three constructive proposals for the problem: (1) to execute reformed forest resources management system with administration right and operation right separated; (2) to implement classification-based forest management to keep the construction of ecosystem and economic system synchronous; (3) to exert forest industry's leading function and realize the integration of forestry and industry. |
