黑龙江重点国有林区管理体制改革构想

黑龙江重点国有林区长期以来政企不分、政资不分、企资不分,已成为制约林区加快发展的主要障碍。文章通过对国有林区管理体制现状、问题与改革环境的分析认为,现行管理体制的弊端主要表现为森林资源管理、企业经营管理、政府行政管理”三种职能”不到位;改革的方向是打破林区目前资源管理、企业经营、政府职能”三权合一”的管理体制,构建国有森林资源、企业经营、林区政府行政管理“三个主体”,强化森林资源、企业经营、林区政府行政管理”三种职能”,以促进林区生态经济社会全面、协调、可持续发展。

Presupposition of Management System Reform of Key State-owned Forest Districts in Heilongjiang Forestry Industry

Heilongjiang forest industry region is one of key forest districts to be owned by the state. Over a long period of time, the separation of government functions not from enterprise management, the separation of government functions not from asset management, the separation of enterprise management not from asset management have become the main obstacle of the rapid development in the forest region. By means of analysis of present situation and problems, the paper holds that the management system abuse displays the three absent functions of forest resource managements, enterprise operating management and government administrative frrancgenent. The reform direction is to break the three synergetic management systems,establish main body of forest resource management,main body of corporation management and main body of government management, strengthen forest resource managements, corporation managements and government functions. Objectives of the management system are to promote all-round, balanced and sustainable development of the ecosystem, economy and society in the forest region.
