| Abstract: | Luoyang City is characterized by the unique features of Peony city and Millennium capital.Measures were strengthened to speed up the development of forest city,reflecting effective leadership,careful overall planning with unique designs,strengthened propaganda and improved public awareness,which laid a firm foundation for the success of developing Luoyang into a forest city. |
