宁夏干旱风沙区造林质量控制的参与式评价

通过对宁夏干旱风沙区参与式造林的研究,结果表明:从目标层和制约层来看,影响宁夏造林质量的主要原因是政策因素,其权重值达到0.34;其次是管理因素,其权重值为0.29。就制约层和措施层而言,解决政策因素的主要措施是明确林地产权,使责、权、利统一,其权重值为0.41;解决管理因素的主要措施是明确责任主体,加强管护,其权重值为0.41;解决经济因素的主要措施是建立效益补偿机制,其权重值为0.53;解决技术因素的主要措施是重苗木质量市场化和造林地的科学设计规划,其权重值分别为0.38、0.34。

Participatory Evaluation of Quality Control in Dry Aeolian Sand Region

Participatory evaluation of quality control in the dry aeolian sand region was studied. The results show that the main purpose affecting the afforestation quality is policy factors whose weight value is 0.34 from target and restriction 1ayet; next is management factors whose weight value is 0.29. The main measure solving the policy factors is to explicit the property right of wood land, whose weight value is 0.41, combining responsibilities, powers and interests; main measures solving the policy factors are to explicit responsible subject and strengthen management and its weight value is 0.41 ;the main measures solving the policy factors is to establish benefit compensation mechanism whose weight value is 0.53 ;main measures solving the technical factors are paying special attention to marketization seedling quality and scientific design plahning of afforestation whose weight value is 0.38,0.34 respectively.
