天然林停伐对重点国有林区职工福利的影响

文中基于阿玛蒂亚·森(Amartya Sen)的可行能力理论构建重点国有林区职工福利变化评价体系,运用熵值法评价天然林全面停伐政策实施对重点国有林区职工福利的影响。结果显示,天然林全面停伐政策实施后,重点国有林区职工福利呈现先下降后上升趋势,短期内职工的总体福利水平尤其是收入有所下降,但随着时间的推移,职工福利水平总体呈现回升趋势。建议通过加大资金支持力度、完善社会保障制度、提高职工就业能力来提升重点国有林区职工福利水平。

The Impact of Comprehensive Logging-ban Policy of Nature Forests on the Welfare of Workers in Key State-owned Forest Areas

Based on Amartya Sen's theory of feasible capacity, this paper constructs the welfare evaluation system of key state-owned forest workers, and uses entropy method to evaluate the impact of comprehensive logging-ban policy of natural forests on the welfare of workers in key state-owned forest areas. The results showed that the welfare of the workers in key state-owned forest areas decreased first and then increased before and after the implementation of the policy, which did reduce the overall welfare level of the workers, especially the income, but as time went by, the overall welfare level of the workers showed a trend of recovery. This paper proposes to improve the welfare level of workers in key state-owned forest areas by expanding financial support, improving the social security system, and providing suggestions for the employability of workers.
