澜沧县国家重点公益林生态效益补偿基金项目管理探讨

澜沧县区划确定的省级重点公益林面积2.56万hm2,2005年纳入第一批中央森林生态补偿范围的国家重点公益林面积为1.21万hm2。文章介绍了公益林管护的形式、方法,分析了管护中存在的社区参与程度低、缺乏激励机制、补偿资金偏低等问题。提出了对策建议。

Discussion on Management of Ecological Benefit Compensatory Fund of Prior Non-commercial Forest of Lancang County

The area of provincial prior non-commercial forest of Lancang county defined is 25600 hm~2,while the area of state prior non-commercial forest which was brought into the first batch of central forest ecological benefit compensatory scope was 12100 hm~2.The paper presented the forms and methods for non-commercial forest management,and identified the problems in the management such as low community participation,lack of incentive mechanism,low compensatory fund,and then put forward relevant countermeasures.
