德钦县山区综合开发思路

德钦县位于云南省迪庆州西北部，是国家级贫困县，是国家1996年确定的第二批35个全国山区综合开发示范县之一。以发展旅游业为龙头的支柱产业的山区综合开发思路和模式是德钦县调整产业结构，变山区资源优势为经济优势的有效途径。实施山区综合开发也是保护两江上游生态环境，保护滇金丝猴等珍贵野生动植物，保护天然林资源的需要。根据“九五”执行情况，分析了目前存在的问题，提出了今后发展的建议。

Thoughts on Integrated Development of Upland in Deqin County

Deqin county is located at north west of Diqing prefecture of Yunnan province, it is a national poverty county, and also one of the 35 demonstration counties of upland integrated development determined in 1996. Taking tourism as the supporting industry is an effective way to transfer the resource advantages to economic benefits. Integrated development is also needed for protecting the ecological environment of the up reach of Jinshajiang and Lancangjiang river, and protecting the rare wild animals like Rhinopithecus roxellanae bieti and protecting natural forests. The implementing in the period of "Ninth five_year plan" was reviewed, the existing problems were analyzed, some suggestions for the development in the future were put forward.
