| 摘 要： | 1999年云南省全面推开林业分类经营工作,并于2001年7月全面完成,2004年又组织开展了重点公益林区划界定工作,并对两类林比例进行了调整。文章分析了在实施分类经营工作中还存在着地方森林生态效益补偿制度尚未建立,地方公益林界定不具体,补偿征收对象不明确、补偿对象不明确、效益计量无标准等问题,据此提出了若干措施。 |

| Abstract: | The forest classified management work was started in whole Yunnan province and finished in July of 2001 and the definition of priory non-commercial forest division was organized in 2004 and the proportion of 2 kinds of forest was regulated.The paper identifies the problems in implementing the classified management,such as incomplete institution of forest ecological benefit compensation,abstract definition of local non-commercial forest,unclear objects to be compensated and levied,lack of criteria for the benefit measure.Based on these problems certain number of measures are mentioned. |
