基于CDM的国内外林业政策比较与分析

在充分分析国内林业政策概况的基础上，就林业立法、经济扶持、政策特色和经营管理4方面与以美国、新西兰、乌拉圭、日本为代表的国外林业政策进行比较与分析，结果表明，我国林业相关政策的制定和实施是有效的，但为了紧跟时代的需要，必须在现有林业政策的基础上进行适当调整，以适应CDM项目的国际规则，更好地参与到碳汇项目中．为此，提出了进一步加大林业碳汇知识的宣传力度，改革林业税费制度，完善林权制度改革和林业立法，健全和提升林业管理制度等政策建议．

Comparison and Analysis of Domestic and Foreign Forestry Policies Based on CDM (Cleaning Development Mechanism)

Based on analysis of general situation about domestic forestry policies, the paper compared them with foreign policies in four aspects of forestry legislation, economic support, policy characteristics and management, taking The United States, New Zealand, Uruguay and Japan as representatives. The result showed that the formulation and implementation of forestry relevant policies in our country had been practiced effectively, but it was still necessary to adjust them properly to meet actual requirements and abide by international rules of CDM project, and finally better to be involved in carbon sink project. Therefore, the paper proposed suggestions on reforming and upgrading of corresponding forestry policies.
