| 摘 要： | 以当前生态公益林的多种补偿理论为基础,结合林业经营的实际情况,初步探讨了生态公益林补偿的基本思路,即以生态公益林经营成本为补偿基础,其次考虑收益损失补偿,最后考虑生态产品及服务价值补偿;同时,结合江苏省生态公益林现状,测算得出基础补偿标准约为677(不含地租)~1 127元/hm2(含地租),全额补偿费用约为1 577(不含地租)~2 027元/hm2(平均地租)。最高补偿标准需要结合生态服务价值及补偿意愿进一步探讨。

| Abstract: | Three different types of compensation standards were recognized, including the elementary standard, the full standard and the maximum standard. Currently, the elementary standard, which is the sum of direct and indirect production costs in forestry and land tax, can be set in the range of 677 - 1 127 Y RMB/hm2 in Jiangsm The full standard, which be- gins to consider the losing benefit of concerned farmers,should be set at least in the range of 1 577 Y RMB/hm2 （without land tax） -2027 Y RMB/hm2 （with land tax） in Jiangsu. The maximum standard,which considers ecological produce and service of concerned forests,can be set at even a higher level. |
