北京市生态公益林管护员补偿机制问题研究初探

2004年12月1日,北京市山区生态林补偿工作全面展开,开始对60.80万hm2生态公益林进行财政补助。三年的公益林补偿政策实施以来,取得了良好的效果,林木覆盖率达到51%以上,同时解决了大量山区剩余劳动力,使山区农民纯收入增加了350元左右。同时,在实施过程中也出现了很多问题,例如,管护员管理机制不完善、补偿金过低、"鸡肋"等问题。对此,笔者提出了加强管护员责任,规范和完善补偿金管理、提高补偿金标准,专款专用等建议。

Preliminary Studies on Compensation Mechanism for Person Managing and Protecting Public Welfare Forest in Beijing

October 1st,2004,the work about ecological forest compensation started in Beijing mountain area,the ecological public welfare forest of 608 0000 hm2 was compensated.It had good effect,the rate of the forest cover was 51% since the ecological forest compensation policy had been implemented.And then many surplus labors get job,and the farmer's net income increased 350yuan.However,there also are many problems,for example,the management mechanism of person managing and protecting is not perfect,the compensation fund is too small,"chicken ribs",and so on.For this,the writer suggestions to enhance the manager's responsibility,standardize and improve the management of compensation fund,enhance the compensation standards,and the special fund for the special use.
