| 摘 要： | 在分析保护区建设及其土地权属状况的基础上,着重探讨了中国保护区发展问题;同时,从保护区土地权属问题及其成因、保护区建设与地方经济发展之间的尖锐矛盾、自然保护区内集体林权属所引起的突出问题和保护区内集体林权改革所面临的重大挑战出发,剖析了保护区林权改革遇到的巨大难题。提出了妥善处理保护区土地权问题、不断完善保护政策法规体系、积极稳妥推进保护区内林权改革、强化林业社区共管机制建设和建立林区参与式机制与示范的保护区集体林权改革对策建议。 |
