学习贯彻国务院《关于深化改革严格土地管理的决定》和全国林业人才会议精神,建设一支高素质的管理队伍,依法严格林地林权管理;切实搞好林地保护利用规划的编制工作,稳妥推进林业产权制度改革;澄清了对林权证的作用,特别是林地使用权流转中确权发证的一些模糊认识,明确了必须始终坚持依法发放林权证,依法打击违法征占用林地行为,把严格林地保护管理措施落在实处。

Studying and Carrying out〈The State Council's Decisions on Deepening the Reform and Intensifying Land Management〉to Exercise Rigorous Management of Forestland and Forest Tenure Right According to Law

According to 〈The State Council's Decisions on Deepening the Reform and Intensifying Land Management〉 and the spirit of the national conference on forestry talented personnel, this paper highlights such aspects as establishing a quality management contingent, exercising strict management of forest tenure right, doing a good job in formulation of the plan for forestland protection and use, and promoting steadily the reform of the forest tenure right management system. It makes a clear clarification on the role of the forest tenure certificates, especially some obscure understanding about certificate issuing based on identification of the right in the transfer of forestland tenure, and states that the forest right certificates must be issued according to law, illegal occupation and use of forestland must be dealt with lawfully and the measures for rigorous management and protection of forestland must be implemented.
