国有林场人力资本管理机制设计原则——以广西为例

通过人力资本定义及其对国有林场可持续经营重要性的阐述和对广西国有林场人力资本管理现状的调查,按照人本主义的精神,对国有林场人力资本管理机制进行了设计,提出了人力资本管理的两大机制,即激励机制和约束机制设计的6大原则。1)责、权、利相结合原则;2)可持续发展原则;3)外在激励与内在激励相结合原则;4)经营业绩评价标准“三结合”原则;5)内部约束与外部约束相结合原则;6)经济约束和法律约束相结合原则。为国有林场实施可持续经营提供了强有力的人力资本支撑。

Principles in Planning Management System of Human Capital on the State- owned Forest Farms--A case study on Guangxi

Through defining the conception of human capital and explaining its importance in sustainable forest management,the management system of human capital on the state-owned forest farms,including six principles in system of encouraging and inhibiting,have been developed according to the spirit of humanism and the situation of human capital management on the state-owned forest farms in Guangxi.These principles of human capital management system,such as 1)combining management power,responsibility and benefit together,2)sustainable development,3)combining economic encourage with spirit encourage,4)evaluating the management result by the value of economy,society and ecology,5)combining inhibition of interior with exterior and 6)combining economic with law inhibition,will help to build the support system of human capital for sustainable management on the state-owned forest farms.
