河南粮食增产与环境保护多目标战略决策研究

河南粮食核心区规划是一项典型的多目标战略决策，将资源环境因素纳入拟议规划是保障决策科学性的基础。笔者简要回顾了河南省社会经济发展特征及生态环境变化趋势，确定了实现粮食增产目标的同时应达到的环境保护目标，认为规划实施潜在水资源不足、水环境压力和农业面源污染等资源环境问题，并提．出了相应的环境保护对策。

Studies on the Multi - objective Strategic Decision of Henan grain production and environmental protection

Henan grain core regoin planning is a typical multi - objective strategic decision, and the security of the scientific decision is based on the foctors of resource and environment brought into the proposed security planning. In this paper, the characteristics of Henan socio - economic development and the trend of ecological environment are reviewed briefly. Along with the environmental protection objective achieved , the objectives of food production are determined. In the implementation of the planning, inadequate water resources, water pressure on the environment , non - point pollution of agrieuture and other issues about resouces and environment are thought to exist potentially, and then the corresponding environmental protection are put forward.
