摘    要:运用DEA-CCR和SBM-Undesirable模型分别计算并对比分析2005—2014年河南省城市土地利用效率,提取时空演变特征,分析效率结构变化,设定效率非有效城市的变量改进目标。结果表明,不考虑非期望产出的城市土地利用效率评价结果存在较大程度的失真;河南省城市土地利用效率受宏观政策和区域发展影响,时间上具有"先降后升"、"稳定高效"、"回落渐升"3个变化阶段,空间上呈现出"中部聚集—边缘分散"的特征;效率结构变化的主要驱动力为技术进步变动,全省呈微弱进步态势;社会经济资源配置不当导致投入冗余、期望产出不足和非期望产出增加,需按相应比例改进。

Abstract:Based on DEA-CCR and SBM-Undesirable models,we compared urban land use efficiency during 2005-2014 in Henan Province to abstract temporal and spatial evolution characteristics and analyzed efficiency structural changes and set variable improvement objectives for non effective cities.The results showed that:not considering undesirable output factors caused the evaluation results of urban land use efficiency to have large distortion;the urban land use efficiency in Henan Province,affected by macro policy and regional development,had experienced three stages of change,"dropping first and rising later","being stable and efficient","falling back and rising" in time and the characteristics of "central gathered-edge dispersed" in space;the main driving force of efficiency structure changes was the technological progress,and the whole province showed a weak progress situation;the improper allocation of social economic resources caused input redundancy and insufficient expected outputs and increased unexpected outputs,which needs to be improved according to relevant proportion.
