昆明市松华坝水源保护区生态补偿机制与政策建议

在查阅国内外文献资料与实地调研基础上，从松华坝水源保护区概况入手，分析其生态补偿现状，研究其生态补偿原则及补偿方式，从制订绿色产业扶持政策、开展水源保护区整体规划、完善生态补偿管理体制、加大生态补偿财政转移支付力度、增强利益相关者对生态补偿的认知与参与等方面，提出完善生态补偿机制的相关政策建议．

Ecological Compensation Mechanism and Policy Proposals for Songhuaba Watershed Conservation Area, Kunming

The ecological compensation status, the principles and approaches of ecological compensation for Songhuaba water source protection zone was studied on the basis of analyzing corresponding domestic and foreign literature and by means of studying the background properties of the area. Relevant policy recommendations were put forward to improve the ecological compensation mechanism, i. e. , formulating green industry supporting policies; conducting overall planning for the water source protection zone; improving the administration system, increasing financial transfer payment and multi-channel financing for ecological compensation; strengthening propaganda and education towards the stakeholders to promote their recognition of the ecological compensation and enthusiasm to participate in the related activities.
