| 摘 要： | 采用规范分析和实证分析相结合的方法,从森林碳汇的特征入手,阐述了森林碳汇贸易项目还处于初期阶段,介绍了森林碳汇的公共产品、外部性特征;结合云南腾冲碳汇试点项目案例,简要分析了项目的特点与存在问题,给出了在森林碳汇贸易项目建设中如何发挥政府作用的几点建议.

| Abstract: | Integrating normative analysis with positive analysis methods,it was elaborated that the trade projects of forest carbon sequestration were still in the initial stages according to the characteristics of forest carbon sequestration.The public goods properties of forest carbon sequestration and its externality characters were expounded.Taking the experimental project in Tengchong County,Yunnan Province as a case study,the characteristics of the project and the existing related problems were analyzed,some suggestions were proposed for the government to play the active roles in the implementation process of the project. |
