| 摘 要： | 在分析陕西省公益林的基本情况与管护经验的基础上,指出了目前存在的主要问题是:(1)公益林经营与管护费用严重不足;(2)公益林建设和经营管护的法律体系不健全;(3)公益林建设管理滞后;(4)公众参与度不够;(5)集体林或个人造林划入禁伐区、保护区,林农利益没有得到相应补偿。提出了公益林的管护应完善公益林生态补偿政策;尽快出台公益林管理政策;加强公益林管理机构体系建设,强化监督考核机制;注重农户在公益林建设中的参与;妥善解决农民投资造林的资金回收问题。
