北京市畜产品质量安全监管现状及风险分析

为考核北京市畜产品质量安全保障工作,评价动物卫生监督工作效能,评价小组按照评价标准,对北京市16个区县、63个监管场所进行了全面考核.结果显示,从体系建设、监管模式、检疫许可、综合监管4个方面来看,北京市动物卫生监督工作的效能整体良好,在保障北京市畜产品安全上发挥了重要作用,但依然存在基础设施、队伍建设、监管薄弱环节和技术体系等方面的问题.北京市动物卫生监督机构将从法律法规、管理体制、评估制度、屏障保护体系、技术支撑等方面来研究、改进、完善,以进一步提高工作质量和效能,保障北京市畜产品质量安全.

Status and Risk Analysis of Animal Products Quality and Safety Supervision in Beijing

The evaluation team conducted a comprehensive assessment for 16 districts, 63 monitoring sites in Beijing by evaluation criteria to assess the quality and safety protection work of animal products in Beijing and evaluate the effectiveness of animal health supervision. The results showed that, Beijing animal health inspection performed well totally via four aspects, including system construction, supervision mode, quarantine permission and consolidated supervision, which played an important role in the safety protection of animal products in Beijing. However, there were still some issues, such as infrastructure, team building, regulatory weaknesses and technology system. Beijing animal health inspection institutions should research and improve the laws and regulations, management system, evaluation system, barrier protective system and technical support, in order to further improve the quality and efficiency, protect the quality and safety of animal products in Beijing.
