摘    要:行政奖励是随着现代市场经济和民主政治的深入发展而勃兴的一种新型非强制行政模式。但是,长期以来受传统行政理论和观念的影响,行政奖励在立法、执法、法学研究中不受重视,导致在社会实践中频现弊丑,产生了严重的负效应,其法治水平亟需提高。本文就我国行政奖励制度存在的主要问题和如何完善进行思考,提出了自己的看法和建议。

Abstract:Administractive reward is a new action model in modern administration,which accords with modern market-oriented economy and political democracy.But effected by the traditional adimisterative theory and the concept,adimisterative reward has been underestimated in all the legislation,excution and research over a long period of time.Therefore,serious problems frequently appear in practice,and this has led to serious negative result.Its legalization need to be improved eagerly.Based on thinking of the primal problems and methods in our country's administration system of reward,this essay rises a series of suggestions and views to how to perfect administrative rewarding system.
