耕地承包制度与新集体林权制度改革的比较研究——以福建为例

通过比较耕地承包制度与新集体林权制度改革的过程及绩效,包括经济绩效和社会绩效,探讨两种制度改革的优缺点,以便在将来的改革中相互借鉴。耕地承包制度改革的经验证明,两种制度的改革都要兼顾公平与效率,减少改革过程中的矛盾和阻力,特别是现在进行的新集体林权改革,注重公平是非常重要的。

Comparative Study of Household Contract Responsibility System Reform and New Collective Forest Property Rights System Reform -Taking Fujian for example

By comparing the reform of household contract responsibility system and new collective forest property rights system in the process,economic performance and social performance,the advantages and disadvantages of these two reforms were analyzed to use for reference in the future.The experience of the household contract responsibility system reform showed that the two reforms should combine fairness and efficiency,and reduce the conflicts and obstruction in the process of reform.Especially for the new collective forest property rights systems,it was very important to pay more attention to fairness.
