| 摘 要： | 农村公共服务的供求平衡问题一直是新农村建设所关注的焦点,新疆农村公共服务＂供不应求＂与＂供非所求＂现象同时存在,如何提高供给的针对性和瞄准度,是构建以需求为导向的农村公共服务供给制度的关键。本研究以北疆地区的28个县市61个行政村149位农户基本生产、生活公共需求的典型性调查为研究对象,通过计算受访者对各项公共服务的需求强度,分析与评价调查区农民公共需求的位序与结构特征,提出调整财政支出结构、构建惠及全民的公共服务体系的建议,以期为新疆北疆地区的新农村建设以及社会公共服务的有效供给提供参考。
