我国台湾地区休闲农业政府主导模式的启示

我国休闲农业发展坚持政府主导非常必要。近年来,北京市休闲农业主管部门与其他部门协调配合推动北京休闲农业取得长足发展。在我国台湾地区,政府主导更是休闲农业快速发展的主要原因,政府部门在行政法规、经费支持、统筹规划及策略联盟等方面发挥了重要作用。借鉴台湾地区经验,北京市应从以下方面加强政府主导作用,促进休闲农业发展:一是加强统筹协调,建立长效发展机制;二是完善政策配套,加大资金支持力度;三是注重规划落实,加快规划项目的成果转化;四是强化引领示范,打造特色优势产业集群。

It is necessary for the government-leading mode in the progress of developing the leisure agriculture in China.In recent years,the authorities of Beijing leisure agriculture and other departments have cooperated in promoting Beijing’s leisure agriculture to make great achievements.In Taiwan,governmentleading mode is the main reason for the fast development of leisure agriculture.Government departments play an important role in administrative laws and regulation,funding supports,overall planning and strategic alliance.Taking example by Taiwan,Beijing should reinforce the government-leading effects in the following aspects to boost leisure agriculture development.Firstly,the government should strengthen overall coordination and build long-effect developing mechanism.Secondly,they should perfect supporting policies and increase funding supports.Thirdly,the government should lay emphasis on project implementation and quicken the achievements transforming of planning project.At last,the government should enforce the government-leading demonstration and make a distinguishing competitive industry cluster.
