乡村振兴战略下农村人口空心化治理路径研究

党的十九大报告提出的"乡村振兴战略",涵盖了诸多关于"三农"的新概念、新要求、新表述,彰显了以习近平同志为核心的党中央心系"三农"的情怀,并切实把满足人民对美好生活的向往作为党的奋斗目标。同时,它也为农村人口"空心化"治理提供了新契机、新思路。因此,乡村振兴战略背景下,可通过加快农村经济振兴,吸引农民返乡置业;保障农民土地权益,加大支农惠农支持;培育新型职业农民,重构农业生产主体;调动新乡贤积极性,充实村庄治理主体等路径来推动农村人口"空心化"治理。

The Governance Path Research on the Rural Population Hollowing in the Context of Rural Revitalization Strategy

The "Rural Revitalization Strategy" was put forward by the report of 19th CPC National Congress, which covers many new concepts, new requirements, new expressions on the issues relating to agriculture, rural areas, and rural people.It highlights the feelings of the Party Central Committee that cares for the " three rural issues ",and earnestly regards satisfying the people''s aspiration for a better life as its goal. At the same time, it also provides new opportunities and new ideas for governing the rural population hollowing. Therefore, under the background of rural revitalization strategy, we can govern the rural population hollowing by accelerating the rural economic revitalization and attracting farmers to return; protecting farmers'' land interests and supporting resources for them ; cultivating new professional farmers and reconstructing agricultural producers; mobilizing the enthusiasm of "the new elite of villager" in order to enrich the governance force, and so on .
