县域城乡融合发展的问题与路径研究

以县域城乡融合引领乡村振兴,是解决社会主要矛盾、加快建设社会主义现代化强国的关键环节。现阶段我国县域发展已经进入3.0时代,取得了历史性成就。文章通过分析县域城乡融合发展的现状,揭示其问题及缘由。研究发现:当前县域城乡要素融合层次较浅、社会融合范围较窄、经济融合效果较弱、生态融合水平较低,进而导致要素流通不顺畅、公共资源配置不均等、产业联结不深入、体制机制不健全等问题。鉴于此,为了推进县域城乡融合,应着眼实现城乡要素流动自由化、促进城乡产业联结与共同利益机制完善、加快新型城镇化和乡村振兴耦合、健全城乡发展体制机制,最终构建城乡生命共同体。

Study on Problems and Paths of Urban-Rural Integration Development at the County Area Level

Rural revitalization through integration of urban and rural areas at county level is a key link in solving major social problems and accelerating China’s development into a great modern socialist country. At present, China’s county development has entered the 3.0 era and made historic achievements. By analyzing the current situation of urban-rural integration development in county, the problems and causes are revealed. The results show that the integration level of urban and rural elements in county areas is relatively shallow, the scope of social integration is narrow, the effect of economic integration is weak, and the level of ecological integration is low, which leads to problems such as unsmooth circulation of elements, unequal allocation of public resources, incomplete industrial connection, and imperfect system and mechanism. In view of this, in order to promote urban-rural integration at county level, we should focus on realizing the liberalization of urban-rural factor flow, promoting urban-rural industrial connection and improving the mechanism of common interests, accelerating the coupling of new urbanization and rural revitalization, and improving the system and mechanism of urban-rural development, and finally building urban-rural life community.
