贵州省开发区土地集约利用及潜力分析

为科学评价与指导贵州省开发区土地集约利用,以全省15个开发区为研究对象,从土地利用状况、用地效益和管理绩效3个方面建立评价指标体系,采用特尔斐法、多因素综合评价法进行开发区土地集约利用评价,并从扩展潜力、结构潜力、强度潜力和管理潜力方面进行开发区土地集约利用潜力分析。结果表明:安顺黎阳高新区、安顺经开区等土地集约利用程度高,而六盘水钟山经开区、红果经开区等土地集约利用程度中等,土地资源潜力需要充分挖掘。根据评价与分析结果,提出了改善开发区土地集约利用程度的措施建议。

The Evaluation and Potential Analysis on the Land Intensive Utilization of Development Zone in Guizhou Province

According to actual land use of development zone in Guizhou Province, the indicator system of land intensive utilization evaluation, which includes six of second-level indexes and fourteen of third-level inde- xes, was established from the aspects of state, efficiency and management performance of land exploitation. Then the weight of indexes was set by Delphi method, and comprehensively evaluation value was calculated by Multi-factor evaluation method. Results showed that the development zone and Liyang Hi-tech industrial development zone in Anshun gave a high land intensive utilization level, however the level of Zhongshan and Hongguo development zone in Liupanshui was comparatively low. Based on the resultd, some suggestions to improve the land intensive utilize level were put forward herein.
